In Borderlands 1 it was an adjective used to denote elite enemies, a Psycho was a trash mob, but a Badass Psycho was a hulking tank. They were usually giant, deformed and had glowing blue eyes. It was a nice way of knowing that what you were facing was tough, the word wasn't used anywhere else.
Problem was after the first game the tone of the series changed drastically, and instead of being humorous in a cynical, dark way they went the method of being loud and shouty and "lol so randumb". A fun thing about battleborn is that being able to load into a game first means you get first pick of any character rather than them making it equal for everyone in the match.
