Obviously Light built the robots with peace in mind. That includes sniper joe. It's why almost every enemy in megaman is cute and some kind of animal.
the same reasoning applies to the X series. All the robots you fight were normal happy robots until they became mavericks and inexplicably all gained some kind of deadly weapon. Including cars and fucking flamingos.

You know the original Mega Man must have had a bad end, though. Otherwise, Dr. Light wouldn't have built a replacement that wouldn't be activated until after he'd been long dead. Rock was basically Dr. Light's son, and he probably made X as a means of grieving for him. It's possibly also why X is designed to be a teenager / young adult-- Dr. Light basically designed him to be what he imagined Rock would be like if he'd gotten to grow up.
Knowing that X could never truly replace Rock in his heart though, he opted not to activate him, because he felt like he'd be living a lie and / or dishonoring Rock's memory by trying to replace him.

Skin depends on the artist, robots bleeding in this series has been pretty on and off.
Zero has blood in his mouth after he blows up in X1, the reploids Double kills are clearly bleeding in X4, in the Japanese version of the Zero games you can see blood from things when you cut them in half.
But other games don't show blood, so like the skin its a case by case thing.
