Gatling Laser technically, because you can mod it to be lighter.
But the choice between the two is basically Damage per second vs Damage per hit.
Plasma caster is one of the most efficient energy weapons in the game. High damage per shot, while only consuming one round at a time. Even better that it has a fairly fast rate of rifle. It's pretty fragile though.
