This, but to extrapolate:
The difficulty settings literally just set a multiplier to the amount of damage you do and take, which means that you level up your armor faster on legendary, but level up attack skills slower, which also creates an imbalance with any actually hard boss as its difficulty doesnt reward you with any better gear since its tied to your level and your skills level disproportionately.
TL;DR, if you arent on adept or below, it fucks up the game.
