I have an Xbone and a super shitty Intel HD 4000 laptop. All my friends built gaming PCs, but all they play is overwatch and other games with similar requirements.
I want to be able to play with them on high 60 fps with these types of games, but I'm not about to drop 900+ dollars on building a pc. What laptop do you recommend? Or I should say what general specs should I look for?
Not going to buy one of those gaymin laptop scams either.

I guess this build's CPU + GTX 950 would get you far. You can upgrade along the way whenever needed, which fortunately tends to be once in a very long while, thanks to console-cycles being so lengthy these days, and AAA devs focusing on consoles.

Most modern lappies are even incapable of running bloated web browsers.
Build a desktop. It will last you for YEARS. It will out last this current console generation and go into the next.

I'm still running my build from 2011 (i5 2500 + 8GB DDR3 + GTX 560ti 1GB + W7 Ultimate x64), and I have had no problems playing any game out there at my screen's native 1920x1200 resolution + smooth framerates.

that "modest" can still run any game out there at 1080p, med-high settings, some extreme shit like Nvidia Hairworks & Ubersampling off, and get around 60fps if needed. Even more so if it has a separated 3D rendering resolution option to adjust + good upscaling filter options.
Some games don't even really benefit of very high framerates.
Also, don't be too afraid of getting used / refurbished parts. Just clean them of any dust, apply new thermal paste if you so desire, and enjoy.

I'd say that a jumpy high framerate is A LOT more annoying than a rock-solid lower framerate. It's one of the reasons I still have no problems going back to playing N64 original Zelda:OoT in its full 20fps glory, no matter how I've been a Mustardee for over a decade now.
FO games really have nothing that require super fast reaction time. The VATS is there for a reason, and you have usually all the time in the world to go through the inventory & talk with people.
That being said, you don't have to go all the way down to 30. Something like 40 might just as well be the sweet spot.
If you're really against limiting fps, then just lower the settings more. Namely the out-door related LOD sliders, and disable AA.

get the latest i5 or i7, the iGPU is more than sufficient for that
if you feel like playing more intensive games, then you can grab a real GPU, while if all you do is play the aforementioned games a real GPU would be wasted (and increase your electric bill)
