Chinese courts give zero fucks about international copyright. It's how they've managed to industrialize so quickly. There's zero R&D, they just reverse-engineer foreign products and copy them. The US government gave an estimate on the value of yearly IP theft from Chinese corporate espionage and I forget what it was, but it was insane.
At least we know that a portable Splatoon can work great.

Consoles were only recently unbanned and most of the market don't have consoles yet, so they don't buy the actual legit games.
So what chinks do is that when there's a popular game in the West or Japan, they make a knock off to tell their consumers "Hey, this game is kind of like what they have over there!". The customers know it's not the real thing, but they'll take what they get because they have no standards.
Also, the knockoff games are cheaper or free, so they go for it.
IT's a lot less riskier too, if you steal assets, you don't have to spend much time making textures, animations, models, maps, etc etc. If you take the time to make your own shit, it's expensive and it may not do as well.

Any time a Chinese company would get sued by any company for copy right reasons they would get immediately backed by the Chinese government. You don't win a court case against the Chinese government.
Also from just a cultural standpoint, most people in china look down on shit like this anyway, and more often than not things like this fail fast as fuck.
That Chinese Overwatch clone is an example of this, because after a huge backlash the head dev came out and said that "It was a tech demo, not a real game."
