In System Shock 1 it is. The player is the hacker, a fat hobo who built the ultimate AI and only himself could shut him off when it went crazy.
Still, both System Shock games it's more about the setting than anything. Also SS2 has a lot of body horror, so it fits in the same category as Akira: "Cyberpunk-ish, i guess"

I'm definitely not looking to have it be -like- the Neuromancer. I'm more looking for a solid base to build my own Cyberpunk knowledge (ie: I'll read an interesting paragraph and write up a paragraph or three about my take on it AND how different such an element would be within my games setting)-- also exploring what makes the whole high tech, low life dichotomy and how differently it can be spun.

If it isn't already, stick the Rifters trilogy on your to-read list. The second one especially has some neat ideas about adaptive adware gone horribly wrong

Schismatrix is also a must but it's probably on your list anyway.

Main advice for a text adventure, break up your text VN style where by default you only get a line or two of text and click to display the next line or two in the paragraph. Stick a wall of text option in the options, sure, but the bit by bit method prevents people's eyes from glazing over

It's a long way in there, my friend. Specially because the cyberpunk word is so big that stories usually focus only in a part of it while sharing a common world. For example, Ghost in the Shell explores the political and philosophical implications of the transhuman world and the impact on the everyday person. Deus Ex is all about the society and how some groups use fear to control the population. Those are only two examples, but i think you can gather some info from there.

Like I said, that doesn't stop it from not being a shit book. More so, the majority of the stuff that neuromancer gets recognition for are ideas that Gibson borrowed from earlier works and popularised. It's not a very good book if allowed to stand apart from the pedestal people have put it on and it's definitely not a particularly good example of cyberpunk concepts or tropes.

All the screenshots show characters in neato high tech armor shooting at monsters with their high tech arms. THAT seems alright.

My only problem is with the setting. Is that rural mars? No grimy city full of bright colorful lights and advertisements?

System Shock 2 still stands tall today. I remember playing it just a couple years ago for the first time, and I was absolutely blown away by this cracking little game from 1999.
It's the perfect video game in my opinion. They just got everything so... right. The music, the design, the atmosphere, the gameplay -- it all just comes together in this juicy, fun package that I immediately just clicked with. Great narrative, huge levels, so much to explore, compelling gameplay: what more do I want?

Just my opinion. I'm sure someone will tell me how they think the game sucks shit and I'm a retard for liking it.

It's an enthusiast game while your big sites are trying to review it as if it's a AAA title with a $100 million budget so it has to appeal to the mainstream or something. RPG fans will see past its problems if it has something of note, just like they did with Alpha Protocol that most reviewers blasted as well. Such is life. I think Vogel at least knows his limitations and develops within them. Spiders wants to play with the big guys but they cleanly belong in mid-sized group and always lack the budget for polish, which is what will really make their game stand out.
