You need to have somewhat good aim to play her, therefore in Blizzard's eyes no human will ever be able to achieve her full potential and that makes her balanced.
On consoles she's balanced because she won't be able to fend off more than one person going after her and hitting double headshots on tanks is unlikely.

Winston is a soft counter at best. A window that doesn't lose her shit and panic will usually blow away half of Winston's health before he's even on her, then just finish him off since it takes him over 2 seconds to actually DPS her down.

I can't imagine the amount of asspain you kids would have if you were around for BF2142. In BF2142, the snipers and scouts were the same class called "recon." You could change your loadout and pick from two different sniper rifles, pick antipersonnel mines, a c4-like explosives pack, or even a camouflage kit that would turn you into predator.
No one called BF2142's Recon class "overpowered" back then, probably because 2142 didn't have the same attraction that's drawing low/no skill players to overwatch.

- closing in on her with mccree and flash + headshot

- having mei wall her off and then spamming a trapped widow with junkrat or pharah
These are just a few tactics I can think of when dealing with her.
