As it turns out, there are very minimal changes to the costume designs in this game.
If I had to guess, the Gravure dungeon change had nothing to do with showing skin, as the very same character continues to have very skimpy costumes. I think the context of the scene was was prompted the change. Stripping down to appease a stalker wouldn't exactly fly over here.

They manually redid chapter 2 because it made no sense. It's accurate to the Japanese audio in the patched version.
Nintendo's translations serves as the base but they fixed anything they needed to.
