nuking the legion and/or NCR only has an effect on the player, the "4 morally ambiguous endings" aren't something you're allowed to live with, after you win the battle of hoover dam, the game goes to the title screen and all you can do is load a save as if nothing had even happened.
There are endings, but none of them effect the game world, so like I said, at leats in Fallout 4 you're allowed to live with the ending you choose.

Following the main route and stopping off at each of the main destinations (Primm, Mojave Outpost, Novac, Boulder City) should give out a bunch of quests, you just have to talk to right people. It's not as immediately obvious as it is with Skyrim.
New Vegas proper does present more quests for you to easily find, and once you visit House, you'll immediately be presented with the NCR/Legion options from scouts on the Strip.

Besides, even if they won the Second Battle of the Hoover Dam, eventually they would have to cross the Mojave and hit the brick wall that is the NCR proper, where they would get, at best, driven into yet another stalemate. Would they though. We have no idea what Lanius will do to the Legion because we have no idea who he actually is. Vulpes's description of him doesn't check out when you actually meet Lanius himself.
The biggest issue won't be Lanius, it'll be who gets to be his successor. Vulpes is a sneaky bastard and can easily manipulate some of the Legion higher ups to depose Lanius, and Lanius dislikes Vulpes for being far too dishonest and has a lack of warrior skills.
