The problem is that you started with the scroll. Forget the scroll for now. Next is two keys. But here's the trick, it's not two keys, but the lock needs two kets to open. That's right, you're stuck because you have yet to find the two keys needed to open the lock. But what are the two keys?

There you go. You must get the two swords to open the lock. But not just any swords.
You see the sword has a hand guard, now what swords has complex hand guards that also serve as keys?
>The Keyblade
Now back to the scroll. There is only one scroll so it's unique, no replicas. It looks official and important.

in a lot of games, repeated dialogue usually becomes some sort of mini meme.
Pretty much any famous phrase from Oblivion like STOP RIGHT THERE CRIMINAL SCUM counts among this.
But that dialogue was pretty generic, much more generic than EVERY GUARD in Skyrim used to be an adventurer until some maniac shot them in the knee. With that insane dialogue being repeated by nearly every NPC it's no wonder it became famous.
