The open world has an intended purpose- to set the tone. There are still some side missions/collectibles obviously to appeal to the GTA crowd, but the purpose is setting. Even when you set a marker, there is no GPS. You are meant to navigate 1940s LA like you would have back in the day, and it was meant to set the tone. At least that's what the developers have said.
I'm not disagreeing that it was a failure in many regards, but there was a clear purpose.

It doesn't play for every turn, and it was an afterthought- you can turn it off in the options.
The issue is the GTA audience needed stuff like that and the action sidemissions.
They were expecting it to be a MEGA HIT. It's a good, fun game but it shouldn't have tried to be much more than it was. There wasn't much reason for it to be open world, the collectibles were boring and the combat often felt out of place.
