Can anyone recommend a game with a similar psychological or character-driven approach like the classic Silent Hill games?
There's a reason the original three Silent Hill games are so highly regarded and have virtually no similars today.
The approach they took with psychological horror hasn't been topped since, and I doubt it will be any time soon.

This.
Everything else in the horror genre feels weak as fuck by comparison.
The Evil Within is good, OP, but it's like a Silent Hill themed action game. Still, closest I can think of to the original SH games.

it was already topped with PT.

This game is probably the closest in terms of plot and storytelling but then again, we all know why this game didnt make it

Try a game that actually exists next time and not a proof of concept that will NEVER EVER be finished.

How? PT didn't really tell any deep character story, or tackle thought provoking ideas.

This game has one of my favorite stories I've ever seen in a game but like fucking hell I'm ever going to replay it. It could really use a second chance in an resident evil tier remake.

Get fucked, underage.

This and Sanitarium are two games that I'd love to see quality remakes of.
