Honestly for $30, not really. You'll probably get your money's worth because there is a lot to do and the gunplay is decent, but it's so devoid of much else you'll probably feel cheated if you're a fan of the previous games.
If you're really itching to play it it's probably better than buying 10 indie shitters for $2.99, but it's not amazing.
