I would actually like a Resident Evil game to sit the fuck down and hash out dossiers for a qualified and competent special forces squad. Even in Revelations the sum total of developed characters in BSAA squads at their peak were 2 fireteams meeting up with a grand total of 4 people, 1 who was a noncom, and 1 who was an imbecile.

STARS isn't a SWAT team, RPD already had a SWAT Team AND a separate paramilitary SPF. STARS was a search and rescue team. While that would require specialized training: being a master marksman, or having spent a decade on the force wouldn't be a huge deciding factor outside of the leadership roles.
Of course for that to make sense we all have to agree to ignore retcons and companion material that says Wesker was using them like a NARC squad before July 1998.
