The game has a ton of loading time (we're talking upwards of 3 minutes per transition), still doesn't seem balanced all that well, and the devs have more or less confirmed that they won't add new factions (due to it being "too much work") or fix most of the glaring issues. The Tropico series comes sort of close, but you'll inevitably be let down if you're going into it expecting nuanced war or invasions. Rise of Nations may be a bit more like what you're looking for; However, if Age of Empires wasn't good then it probably won't satisfy you either.
