As a story I feel the game falls flat on it's face, since it spends to much time telling jokes and dedicating whole sections of the game to gags. Monsters would get destroyed by the humans. The MC, as a child, completely tears through all of them. They've been underground so long that people have forgotten how strong the humans are and Asgore, in blind rage, rallies people to him by saying they'll go fuck up humans for how they've wronged the monsters. As some time passes and he calms down, he realizes what an awful mistake he made but he can't back down because everyone is up for fighting the humans again. That's why he doesn't go get souls and why he tries to stall for as long as possible.

In the waterfall area, you can see that the monsters have dreams, that they were hopeless in front of the humans, felt the weight of defeat and death, and that they wanted to take revenge. The mood is also really good (too bad random fights still occur).
As for the gags, well, it's polarizing, some people can't stand it, but I didn't really mind, it made things more lively for me.

It was a fun game. It had an innocent and cute story mixed with some enjoyable music, but it's far off from being the best game of the decade.
This Year already we got XCOM2, Stellaris(which could need more content), Salt and Sanctuary, Dragons Dogma and SuperHot just to name a few.
If we would take the whole decade, it's even harder to tell it's a the best game.
My favorite piece of vidya of this Decade is, without a doubt, Ori and the Blind Forest.
Undertale is overhyped, but not a bad game.
