Mods we see today (well, the bottom 99%) would either remain free or would become free again really soon. No one would pay for them. This would allow mods on a larger scale to happen though. DLC sized mods would be possible.

For the record, I may defend the concept but the execution was terrible. The revenue split was absurd. There should've been more consideration as to what deserved to cost money and what didn't. There should've been a "pay what you want" feature right out of the gate. And those are just the complaints I can remember off the top of my head.

I still like the concept though.

Sony 2013 was probably more of a result of just how terrible the Xbox One reveal was than Sony actually doing something worthy of praise.

In the small 3 days those paid mods were up, it manage to sell dozens of thousands units. Offcourse there were more people complaining, but there was a substantial number of people defending it, talking about "free market", "if they want, let them buy it", etc.
