I think they did take reduced damage on early version of the game.
If I Recall Correctly original ragnaros was immune to fire. Modern ragnaros was killable with fire.

To my knowledge, there are no classes with only fire-based spells. Even Fire Mages have non-fire abilities

Yes. Some mobs were totally immune at that.
WotLK is where Blizzard effectively scrapped resistances as a thing both on mobs and as a statistic players might want to use on some encounters (it wasn't such a big thng in TBC as it was in vanilla, not too many raid mobs/bosses were immune although some like Hydross were, but to large extent that's because you didn't have raids full of fire elementals and such like).
