I'd say throw that install to the fucking trash, and start using Mod Organizer for Skyrim (you need to download the one from Skyrim nexus but it is built for Oblivion, FO3 and NV as well). Man, this shit is fucking glorious. Not only you can download mods directly from Nexus like FOMM or Nexus Mod Manager, but also keeps you NV install without ANY MOD, this dirty boy keeps your mods in separated folders in its mod folder in its install folder. I'll throw tips of how to use it if you want. I'd say that this shit it's the future and, it will make your life easier.

tl;dr, retexture mod that changes the clothing you see on settlers in goodsprings, trudy, etc (i use hires retexture)
I do use Wasteland Clothing Hires Retexture (http://www.nexusmods.com/newvegas/mods/54478/?), however, that doesn't retexture all of the clothes. Some of the more casual clothes (Caravaneer outfit, Settler outfit, etc) still have the ugly textures. It isn't that big of a deal, just a pet peeve. Thank you!

Honestly, I haven't compared anything, just did as people said and installed both. Though if performance is a concern, I'm sure you would be absolutely fine with just NMC.

the speakers were what made it for me. because there was that ever present threat I had to avoid it forced me to really look around the environment and find alternate routes to places.
Old World Blues for me was the worst because it was so boring. It just begins and gives you a laundry list of shit to clean up because better you than the robots, that and the area is exceedingly boring to walk around in. It had a good sense of dark humor that fallout is known for at least.
