Then the screen turns black implying the actions of Bayonetta 1 follow.
But how can the actions of Bayonetta 1 follow if they already changed the past of Bayo 1 and Cereza wore the pendant to protect herself? The entirety of Bayonetta 1 doesn't happen because Cereza is strong enough to kill Balder, nor does she have to go through Vigrid to get her memories back. Am I missing something here?

There's a funny thing about how Sega works with it's IP ownership. While Sega themselves owns Bayonetta as an IP, Nintendo owns pretty much EVERY THING FUCKING ELSE for Bayonetta 2 until further notice.
With Wonder Boy, Sega technically owns the name (however, I'm not sure about that now), but Westone and Ryuichi Nishizawa owns the actual IP, assets and all, which is why the games have so many different versions, including Adventure Island.
Shenmue is owned by Sega, but I bet you that YSnet owns the rights to Shenmue 3. Toejam and Earl is a Sega IP, but they don't own it.
