Pick whatever fucking faction you feel like, like it matters. If you're seriously roleplaying maybe the Legion or Brotherhood isn't the best choice all things considered. Sneaking in power armor or while quoting Caesar doesn't exactly seem too plausible.

I didn't use a silencer in New Vegas. There was no point since you'd engage in combat anyways when you plink em.
It's only really useful in FO4 where perks can bring up your damage
