1. not all heroes are meant to blob up together around ur fucking turret (especially in this alt heavy game), some (u know like offense heroes) go on flanking/patrolling routes to protect mainly healers or ur unskilled no fun allowed ass.
2. Plz dude for fuck sake stop setting up at last after the defense loses first like on hollywood and numbani. you completely fuck over the team and the tracer or genji that can't even kill mercy for 2 awkward minutes at least is distracting players and is 100x more useful then ur stupid bullshit i.e. gotta get em epic turret alt kills against uncoordinated solo queue players.
oh, then after getting their 50% elims kill participation on escort maps get obsoletely destroyed on control point maps - so fucking funny.

You obviously don't do that on Hybrid maps, but anyone who doesn't set up at last after you lose first on normal control point maps are fucking morons who are just asking to get backdoored

Torb is no issue at all on PC as long as people are intelligent enough to counter him.
On the other hand, heroes like Widowmaker needed to be nerfed because she's just so much better on PC than she is on consoles.
Luckily, they've said they want to do platform specific balancing. We'll see how that goes.

Beyond that, even:
1. Torb's fucking gun is god tier. A long-range, good damage projectile with decent rate of fire for left click (Mad head shots), and an excellent shotgun for right-click (1-2 shots Tracers, Zens, Etc). Any Torb not carrying his weight with his gun as well as his turret isn't even reaching the full potential of his class. Hell, if you can't even protect your own turret from flankers/similar with a gun as badass as his, you fucking deserve to die. And shit, your fucking ult turns you into a mini-tank. Don't be afraid to pop on the objective with it to help if the main tank dies.
2. Turret placement isn't hard. At all. Look at the map, and look at your team. Do they need assistance in the damage range, or preventing flanking? Set up in an open area with a wide swath of coverage. Do you need help preventing a specific area from getting attacked? Or can you not keep a turret up? Setup in a hallway or doorway overlooking the/an area, and bait people into the kill zone. Attacking? You probably shouldn't play Torb. But you're just setting up a turret to prevent flanking, or sit on the objective. Expect it to be killed a lot, so expect to be using that gun a lot too. Which you probably can't do if you're attacking as Torb.
Seriously though, no character is OP. D.Va IS shitty though aside from her ult. Git Gud.
