Early game is pretty solid, but late game everyone has maxed out the science and everyone is in an alliance, so if you declare war you get swarmed with >3 fleets with the same tech as you. And as soon as you chase one fleet down they emergency jump out and repair, the sublight snare modules on battleships and stations are negligible. This game needs to nerf alliances and buff snares.

As for the health/age thing; monarchies all get to build a special unit or building once in each rulers lifetime. Therefore the more often your ruler is replaced the more often you can you can recruit or build special units or buildings.

Fancily enough longevity is, in my experience, best for democracies. If you happen to get a leader you really like, good traits and all that, you can have him reelected for more than a hundred years with less and less effort each time.
