In a secret addendum to the upcoming offer of a free copy of Skyrim Remaster to anyone who owns the Legendary Edition, Bethesda has removed the original version of the Skyrim Legendary Edition from steam which was a single package with a base price of $39.99 and replaced it with a new bundle, conveniently using the exact same name, which has a base price of $65.
So this current 59% off sale would have actually brought the price down to $16.39 with the older Legendary Edition version, but you can't give away Skyrim Remaster for that cheap, right? $26.65 it will be with the new bundle.

Eh, I literally fell asleep during a part of Dawnguard. That DLC was horrendously boring but Serana's voice got me hard.
Dragonborn has more action moments and more interesting characters and fights but it's still not that great. I still got bored of the fetch quests and drawn out time lengthening quests by the end.
Hearthfires is a 5 minute distraction at best.
Overall Skyrim DLC is shoulder shrugging quality overall, it's nothing like the others. But you still need them if you don't want to spend $59.99 on the remaster.
