Yes he did. 2008 interview Nomura clearly states Noctis and Stella meet for the first time at the party, where they are adults. 2009 trailer we clearly see them meet for the first time and introduce themselves. 2013 we see a little blonde girl running along with Noctis. 2013 girl cannot possibly be Stella because of the two above reasons, and it's later confirmed that Stella was replaced with Luna and that Luna is Noctis's childhood friend, then in 2015 we see the same blonde little girl in the same dress and everything as the little blonde girl from the 2013 trailer, and that girl is confirmed to be Luna, we even later see them together as kids again in the 2016 trailer.
Only logical conclusion is that Stella was already changed to Luna in 2013, for her adult design in 2013 that was just the same deal as Prompto's 2013 design which got minor changes in 2014. Keep crying Nomura-kun.
