In terms of action and cinematics, chapter 8 (the NLA chapter) is the best. The ending was interesting. If you have the time to finish it and are enjoying it, go for it. If you aren't and just want to rush through, get to level 50, buy a level 50 skell, and that should let you cheese most of the game but the final boss where you can just lower the level if you lose enough if you really just care about seeing the ending.
