How's the state of this game?
While I was playing gta v I discovered that I love just cruising around and being comfy. Sometimes do a big jump every once in a while. Is this game could for that?
I hear u-play is awful. Is that going to mess with the experience?

Yeah it's good for just cruising around. There's a few neat jumps here and there but don't expect to get more than 15-20 hours out of it, unless you like upgrading every car or doing the same races over and over.
Speaking of comfy cruising, TDU3 when?

Story is awful and I wish it didn't exist. Completely subpar compared to the Horizon series in every way except for map size. If you can get it for around $10 and your a casual racer fan I'd say go for it.

Forza Horizon 3 is really going all in on environment variety. Off road, dense forests, beaches, Aussie roads. Really good variety in vehicles, plus a good emphasis on Aussie cars which seems neat.
If you really need to scratch the itch, pirate Test Drive Unlimited 1. It's not on Steam. Ignore the sequel.
I bought this game because I wanted to go on comfy roadtrips with a Porsche, but turns out it's behind a paywall and a ridiculous amount of grinding. After I got tired of my shitty beginner 370Z I never played again

Good for comfy driving, horrible for actual racing. Physics are ridiculously floaty. Once you reach 80 mph the car handles like it's filled with helium. This is especially frustrating when the most important strategy is weaving between traffic without crashing
