I believe it can be. I mean, watchdogs wasn't really that bad. It was buggy as all hell sure, and kinda shallow, but still fun to play. So I have a little hope that this won't be complete garbage.

Watch_Dogs 2 is commendable within a certain light.
The first one was about Aiden, a man who was an agent of change by proxy. He can make the city of Chicago better or worse, but the people he has an impact on are simply whomever is in the way of him finding his niece's murderer. He's a hacker who abuses the city's security and infrastructure systems to complete his goal, and in the end he can use it to be a balancing force.
The second one is about Marcus, a man who is mad because of what happened to him so he hacks the city and kills everybody because he can make change.
The fact that they were able to boil down and flanderize the premise of the first game in its sequel that's being released after only 2 years is amazing. The "franchise" wasn't even there and not that many people liked it, but somehow they were able to capture the effect of ruining it in the same way a shitty reboot a decade later would.
