D.Va does everything that Winston does but better. There's no reason to ever pick him.
Zarya is just a weird tank. Her effectiveness is highly dependent on if you have a healer and another tank on your team. She's completely useless unless she has that kind of support. If you want to play a tank and have no healer or other tank of your team to speak of, that's when you pick Roadhog.
Reinhardt is always good, because his he's one of the only tanks that can actually defend his team at will, unlike the others who have long cool downs for their shields, or have smaller health for them. He's actually so good on every team comp and any map he's almost overpowered, really just because the other tanks aren't as good as he is.

Winston is amazing at disrupting the enemy team and is the best character to switch to during an overtime rush. His leap has a short cooldown so you can jump in, fuck their shit up and then just leap right out again. Even on defense he can be a massive pain to deal with. Just use his jump to outflank the enemy and get on their tits whilst your team provides the damage.

He isn't about racking up kills he's about disruption, although he can still easily kill the squishier characters. Also you don't have to aim his fun.
His leap takes a bit of practice but once you master it you can easily use it to outflank the enemy and it's also on a really short cooldown so you can use it get out again really quickly.
Simply put Winston isn't about killing, he's about disruption. He can cause chaos amongst the enemy team and make them lose their momentum. His ult requires them to drop what they're doing and all focus on him which allows your team to take advantage and get some kills. When used correctly he can be a nightmare to deal with.

d.va's ult really is shit. i play her about 30% of the time, trying in vain to unlock her mysteries. but she really isn't good for much unless it's a super clutch moment and your ult lands just right to where people can't scatter. she needs a buff tbph.
the only other thing she's good for is rushing around choke points with her rocket boost, but then you're on your own and will get pwnt as soon as you hit the capture point.

Easiest way would be to just remove her crit box entirely or failing that move it to the back of her mech so flankers can still murder her easily.
I'd also remove the move speed penalty from firing and just make her reload. Right now it doesn't matter if you get the drop on someone since they can just casually walk away and out of danger.

Seeing a good Winston player, on your team or on the enemy's, is both shocking, and makes you really want to play winston.
Each tank has a specific strategy
Reinhardt advances the group while providing cover
Zarya is the heavy support and can group the enemies together
Roadhog is the straight damage and pushback beast
Winston is meant to cause chaos and break up enemy teams while also taking out snipers and unaware teams
D.Va is the Jack of all trades, got a little bit of everyone, plus strongest tank ult
