I'm not a backer so I can easily admit the 2.5D looks more artificial and cheaper than 2D Igavanias, but that was to be expected. To borrow famous phrase, 2.5D is better than nothing. And honestly even though I prefer Rondo, the look of Dracula X Chronicles eventually grew on me.
What follows is the question whether underneath the cheap and easier to make look is a good game. Demo leads me to believe that it might be the case with Bloodstained.

Serious question: How are jap developers this bad at unreal engine? It doesn't look /bad/, certainly better than MN9 but it still looks vaguely like an upscaled DS game. There's no normal maps or lighting effects or anything. Since it's side scrolling there's not even 1/10th the amount of geometry on screen as a normal game, there's no excuse for not cranking up the detail a little.

That shitty tweened effect that flash usually does is shit but most people who use flash to animate tend to avoid that and do frame by frame only utilizing tweened effects for subtle things. As for the detail of "flash"/vector art that's up to the person. There's plenty of shit vector art but there's also amazing looking stuff.

Japan mostly steered away from UE3/4, sticking to either their own or more general shit, to the point that when Kingdom Hearts III switched from the Square-built Luminous to Unreal Engine 4, they had to pretty much keep a hotline with Epic Games directly for aid in the conversion and how to work the engine.

And these are smaller, more personal teams working with an engine they're not particularly familiar with. It's kind of easy to see why they'd have difficulty with it, especially since Mighty No. 9's team was filled with amateurs to the industry. Besides, Unreal Engine 3 was notorious to get looking good for those who weren't either used to it or weren't a big developer.

It does have AA but it's not very good and unfortunately DirectX 10/11 doesn't let you override application settings for AA so you are stuck with whatever choice the developer has made even if your hardware can do better.

What it all boils down to is that the Japanese were too proud to use a filthy gaijin engine and thought they could do better, which they couldn't. There is a very good reason why everyone in the west started using canned engines and that was because the guys making the canned engines are doing only that and they got very, very good at it, usually far better than what your in-house development team could do.

Honestly it's less the details and more the lighting. The ship itself looks sufficiently detailed and textured enough, but everything blends together way too much. Dunno how many times i've seen people miss the hammocks that lead up towards the boss door route because they blended in with the scenery too well. However you slice it, though, the ship and weather outside is a big dull color which is never gonna look 'good' by color standards.

It's not even so much that UE4 is good, it's just that it's standard.

Take the movie business for example. If a camera man goes from one studio to another he knows how to use a camera, it's standard equipment.
If a game dev goes to a new studio they need to relearn how a completely different engine works. UE becoming a standard engine eliminates that problem, it's not that the engine is particularly great it's just that people know how to use it now.

They've always been pretty mediocre. In practice, if you were to try demos of their games they'd be all great, but most of them bathe in mediocrity. Take the first adventure time game. Pretty competent looking, trying to be a nice clone of Zelda 2 but in the end it ain't all that worth a shit. I remember begging for Risky's Revenge to come out in europe only to find that it's not that amazing a metroidvania.
