are we talking about pure genres? there is too much cross between some for distinct tiers like that. Open world and wrpg have a lot of duality, as does wrpg and fps.
Also is it based of the best of each genre or the average? If the latter, I'd wager that mmos are filled with so much f2p microtrans garbage that they are trash tier, and the fact that vanilla wow and guild wars existed doesnt change that

I've finished the tutorial in Victoria 2 but I still have no idea what to do in an actual game. I started a game as Brazil but all I did was change the tax rates a few times and watch my income go up and down for a little bit before quitting. And when I went to watch a video to see what they do all they did was invade everyone and I would prefer not to do that.
EU3 (or 4, can't remember) was easier to get into obviously but I still got bored of it pretty quickly. What would you suggest? I might try playing EU3/4 again.
