It's not about them re-encoding at 30fps.
It's that the framerate fluctuates, which isn't a flaw you'd see with video encoding unless the problem was there at the source already, ie. the game.
From the footage I've seen yea the game seems to run absolutely fine in most cases, but it doesn't really surprise me if it drops in framerate in scenes like that webm where there's about a dozen enemies on screen with a lot of particles/explosions being rendered on screen at the same time. Those are the sort of areas where a weak CPU would bottleneck, and the PS4 has a joke of a CPU.
You'll notice it goes up in framerate for a second when she starts juggling that one robot in the air and less stuff has to be rendered on screen.
I'm sure it'll be fine by the time the game comes out.
