Check for updates. Under optional updates right click on kb3035583 and select "hide update".

you don't need to download anything, what it is is just a "security update" in win 7 or whatever you are running, that is actually just the win 10 notification (so it is adware really) google it, you will see that it has an update Knumber CTL+F in your updates. uninstall, and tick ignore never install it again from auto update.
