Fun fact: if you pay a little bit of attention to the game, you'll notice that each language a soldier knows has up to three dots next to it. One dot means familiar, two means capable, three means fluent. Soldiers will learn new languages entirely based on the languages spoken by other soldiers in their unit, and their fluency will improve depending on how many soldiers in a unit speak a certain language.
The fact that all soldiers speak English when addressing you on the platform itself is just a divide in story and gameplay brought about by one voice actor being hired for each gender.
