I honestly don't know why they didn't just add a single special Legendary skin for each hero, and then give you the ability to earn Ranked-Only tokens (Something that takes a long time to get, or something), which you then spend to unlock one of said Legendaries, your choosing.

This is a huge problem, people already play mains and bad hero choices and refuse to switch off of them causing teams to lose and games to be unenjoyable. With this now being a grinding reward you are going to have people justifying their poor hero picks and lack of hero switching to "muh golds". Ontop of this you'll have people picking multiples of the same hero and then refusing to switch because of the same grinding reasons, neither wants to give up their gold grind to play something else.

I don't think anyone said there aren't ingame purchases. But blizzard always puts in cosmetics or portrait shit only unlockable by achieving high rank.
Like, you can buy cards and hero portraits in hearthstone but can't buy Legend cardback. You can buy XP bonuses in HOTS and avoid farming gold (neither of which really matter). You can buy shitty mounts and 3 transmog helms in WoW, but you can't buy gladiator shit (atleast not through blizzard directly)
