Either dodge his attacks up close or run to the fog gate to hide from his fire attack.
At any rate you're better off going to Sen's funhouse now that you've rung both bells.

It's not a glitch. He even has a specific animation to show him getting tricked by your clever footplay.
Run back to where you found the armour and then back to the fog gate again.
This is a fight you can do much later if you want to brute force it. His attack still does 6-700 damage with fire gear and flash sweat.
