It's short for "in-between frames." Except in this case, you're creating the illusion of movement based on a set path of individual moving and altering parts.

The problem is that the movement looks "off" in some cases. Like it can be too choppy or floaty since the movement is decided by the computer even if the animator MIGHT have some extra touches (not much, just altering a few parts like changing a hand in one frame and reverting it in another or tweaking how much each part "swings").

It's convenient for production more than it is for the viewer.

No one will talk about it, but Mn9 suffered because Inafune tried to do what Level-5 does; which is to release a franchise and not just a game. Unfortunately, Level-5 pours over research, has preestablished history with non-vidya studios, actually releases everything basically at once, and knows when to end a series. Hell, the president is so pissed that Yokai Watch didn't do so well in American that he's going to look into actually making America only YW games.

Inafune already had his huge amount of money and underestimated how much everything would cost and how long it would take to get the ball rolling. With no links to any other Studios and not letting people know that that's what he wanted to do, the game languished in development hell as its money was spent elsewhere.

Something so superficial can't be the main reason to buy a game. It needs to be backed up with something substantial.

The last Shantae I played for GBC wasn't what I would call good. I won't call it bad either, as I never got very far. I ran into some moles, and their spawning points were cheap. That's when I was like "alright, enough of this shit". But the game had some interesting ideas, and I won't say it lacks charm. But I can't be charmed into playing a bullshit platformer.

What is level design without patterns though?
You can think of the most interesting theme, and complex layout. But what will that matter when the actual moving pieces are put into their place? Levels are built around the patterns of hazards and enemies. Not the other way around.

Player movement, doesn't need variety, so long as it's turned for precision. Players need precision before fluidity.

It became shitty because the devs and the one in charge if there ever was one, decided it would be a good idea to start up a bunch of unrelated projects related to MN9 before the game was even out. Completely misses the point of what makes a solid (or otherwise SUCCESSFUL) Kickstarter project really. That's giving it a bit of extra credit. The SNES and GBA were essentially the game when it came to 2D graphics. The only real difference is the GBA's resolution was slightly smaller. Which is what always bothered me about the SNES ports. The screen was always shaved. That, plus the sound was always slightly worse.

And there's more than hazards. There are all sorts of things like minor collectibles, hard to reach rewards, secrets, etc. to consider.

Take a moment and look at Casino Night Zone in Sonic 2. It has a single enemy type you don't see often which slowly walks around and doesn't hurt you unless you walk into it, and yet it's one of the better levels in the game despite barely having enemies at all.
How is this possible?

Nope. Patterns are patterns, and levels are levels. For example, the classic spike trap. That is a common level hazard. However, on it's own, it's pretty unremarkable. You can make an entire game on still traps, and no one would give much of a fuck.
Now put a spike trap on say a piston type moving contraption that the player needs to cross, then you're on to something. Now you're being rewarded for you ability to detect the pattern, time your movement, and execute with precision.

The anon ask for the "essence" of a 2D platformer. All that stuff is tertiary.

Casino Night Zone is memorable level for two reasons. 1. It had moving block hazards, and while the other "hazards" were unmoving and unharmful, they still caused Sonic to move. And again, it was about attempting to move precisely, while the hazards thwarted your progress. It was hard to get around with everything bouncing you around. One of the most memorable bits from the level, is this one half pipe, with a perfectly placed bouncer, that kept pushing you back, every time you tried to get out. It look just the tiniest of care to get through, but if you were just running through without thinking, then you'd have a hard time getting out.
2. The level was such a huge relief after beating Aquatic Ruin Zone. Yeesh. It transitions from difficult water level with moving hazards everywhere, to fun play zone with most unmoving hazard and pinball.

shantae/dragons crown all use spline, which lets you rig 2d images with bones like you would a 3d model, and allow basic pseudo 3d rotation with vertex deformers.

the great advantage of it outside of ease is it saves on memory/space as you're deforming only one image instead of needing seperate images for frame by frame

Yoshi's Island only has any of that because of the Super FX 2 chip, which was far more powerful than the console itself and actually allowed for things like sprite scaling and rotation.
Mode 7, the scaling and rotating feature the console itself is known for, for comparison, only allows you to scale and rotate a single background layer, and games that were all about this like Super Mario Kart and Pilotwings still needed special chips to help do the necessary processing fast enough for the games to be playable.
Regardless, not even Yoshi's Island has as complex multipart sprites or scaling and rotation as Gunstar Super Heroes.

Every part of it scales and rotates and does a special hit effect when shot, and just look at all those parts. A huge main body, a head, 4 arm parts, 8 finger parts, and 2 leg parts (16 total parts), plus it's waving another sprite around as a weapon, and all while a background does a special effect, never mind all the explosion effects everywhere in its second phase.

What does Yoshi's Island have?
Raphael the Raven where you have a static moon background rotating while a boss sprite/background layer rotates and stretches slightly at the same time?
Hookbill who has a body, head, tail, and 2 arms and legs (7 total parts)?

I was pausing the webm and couldnt find any tweening besides the hair during the attacks, and even that probably is not tweening.

Tweening would be inbetween frames, which would mean you had your main frames set, and then lower quality frames between those. Which is not the case in this. I think anon just had an autismo fit, might be because he backed a certain game that just came out and was shat on.
