Half Life 1's AI may be dated in some ways but it still does a good job in making you feel like you're against the odds.
It helps that you normally fight them in squads just like in FEAR.

RAGE has pretty good enemy AI too, they react a little slow in some cases though

GTA V has the best AI. SWAT will circle around and flank you (if possible) while other cops suppress/distract from cover, just like in FEAR. The most impressive thing is that they do it all in a completely open-world game, using temporary sources of cover like open car doors and vehicle wrecks to suppress, spread out, and surround you.

Also, I used to mod the game, and there are these special "native" functions you could use to make the AI drive a vehicle to specific coordinates. IMO the off-road vehicle pathing is unparalleled in that game

Wild animals in Witcher 3 actually have AI for when they're not engaged in combat. They'll walk around in packs, sleep and play around.

But I meant the expansion's combat AI. I'm replaying Hearts of Stone and I noticed how some monsters (I am immediately reminded of boars) fight you as a squad and not as individual units, organizing charges and not simply charging at you mindlessly. There was another example earlier but I cannot remember who/what I was facing.

They're pretty good for what its worth. Nothing special but if you thought the main story was too short and you wanted more content you should play them if you haven't already.

Another would be how in the crypt, there would always be one zombie that arose and started making his way to the bell to wake the dead while the others would try to keep you off of him.

They are fast, so they usually strafe from left to right and juke you out to keep you from focusing on them. Sometimes they'll back away, when their shields are down, but most of the time they'll charge at you as well, even without a sword

No they will legit take bullets for their elite buddies. Just loaded up Silent Cartographer to grab some footage. You can see when I land heavy damage on the red elite the lower ranking blue elite will jump in the way. They will do this quite a bit if they are relatively near each other.

I remember Warcraft 3's AI was extremely hard to beat on anything above easy. Medium difficulty CPU was better than 90% of players I encountered online (but I only ever made it to be level 19 IIRC)

that soldier was in front of the player at the start of the fight, and he hid when the player killed all his squad mates with a grenade. Then he attacked the player from behind while the player was peering around the next corner, and other AIs from further up the map started to come in to try and sandwich the player

What would be even more awesome is if he didn't pop out to shoot you like that unless absolutely necessary, so the player might think he snuck out of the area somewhere. THEN he comes up and attacks the player in the back as the player is fighting more people up ahead.

Modern players would probably think that is unfair to them and poorly designed, though

I assume you're talking combat AI, but Rimworld has pretty good behavioral AI. The NPCs will chat with each other, develop friendships/grudges, attempt to have serious relationships (they can even be rejected by the other person) etc.

About combat, they are pretty decent, as they look for cover automatically. The enemies are smarter though, because they're controlled by the game, unlike your people, which is controlled by you.
