The rumor was that one of the voice actors didn't want to do it. In Mass Effect 2 if you turn the flag on for Garrus' romance and talk to Mordin when he asks about your romantic partner, all of the lines have no voice lines, except for one, where Mark Meer says "I am not sleeping with Garrus" in a very monotone voice.
Tali and Femshep have lesbian lines in the files, so male shepard and Garrus may have been planned to have gay lines as well, but for whatever reason this was not completed.
Personally my bet isn't on the voice actors, but rather the male model that they based default Shepard on. Femshep has no real life counterpart so they didn't have to worry about that.

This is completely false, it most likely began back in the day on /meg/ when people were mad they could be lesbians with Tali and wanted to point fingers. This is one of countless reasons that ME3 was ass. Frankly it's a miracle that they didn't turn Garrus gay for it.

I honestly like the fact that Garrus isn't a romantic option for maleshep despite being a fag myself. Most people are still straight IRL so it would make fuckall sense for all the characters to be BI. You've probably heard this before but Obsidian got that shit down perfectly: both Arcade Gannon, Veronica, and Christine are realistic, reasonable gay characters whose sexuality is important to their story but doesn't necessarily define them as people at all, nor are they any quicker to talk about their sexual conquest than any other well-adjusted adult without something to prove. Sawyer, Avellone and co. be based both in their willingness to tackle sexuality in a fair, tactful way but also their refusal to reduce character interactions to a romantic/sexual power fantasy.
