BoTC still produced a considerable flame, a big one, but not AS big as the one created by the CU.
Now the CoA, i get it that the Soul of Cinder was the amalgamation of all previous Lords but their souls have long lost their power, as we can clearly see that in the linking of the fire ending the CoA BARELY makes enough fire to cover his whole body.
So if we go for the one who made the biggest flame and consequentially the longest age of fire without a need for another linking its the CU without a doubt. He is THE strongest.

I think that's more a symptom of the Age of Fire just being too damn old. Like the Age of Fire has been going on for thousands on top of thousands of years now. When Gwyn linked the Flame it erupted into a flame so huge it swallowed all the knights that were hanging out with him. When CU linked it it just exploded in all directions. But the First Flame is losing its ability to support the world to the point where even time and space are buckling against the strain. I don't think it's anything against the Champion of Ash. I always figured that in line with the big bang -> big crunch theory with the age of fire that things closer to the start of the age of fire were far stronger than those closer to the age of dark. Fighting Gherman is a battle of wills, and killing him kicks him because he's secretly never wanted to be stuck in the dream. Yet, peopel who have never done blood ministration (the yahar'gul hunters for example) can sidestep just fine. Therefore, sidestepping= no need of blood ministration, quickening=not gifted by blood ministration.
