Gandhi is a legacy character just as the Zulu are a legacy civ. There is simply no point making comparisons to him, because yes his meme status does matter. Also most people will agree with leaders like Elizabeth and Isabella being fine, but also disappointed that they're so inert (leaders like Boudicca and Cleopatra* for example have too much inertia for what they are).

The way barbarians work this time is that camps spawn in fog of war as usual, but now they send out Scouts to look for cities. If they find a city in their line of sight, they beeline back to their camp.

If you don't kill the Scout before it gets home, it spawns a war party that goes after your city to raid it.

I've bought all the Civs new since Test of Time (I hadn't played 2 at launch, it was more like a year or so after when I finally tried it).

Part of the fun to me is seeing how they evolve in their life-time, even if they're not as good (and bug-free) at launch as the previous title.

Ed Beach mentioned that they're aware of people liking to play on Earth maps with start locations that put civs more or less where they should be, and that some regions of the map are much less populated than others, so they'd like to try to address that a little.

Civ V replaced a number of City-States as they got DLC:

Copenhagen and Oslo were changed to Sydney and Quebec City after Denmark was released.

Kathmandu replaced Seoul after Korea was released.

Dublin, Edinburgh, Helsinki, Stockholm and Vienna were removed in Gods & Kings (Celts, Sweden, Austria). A bunch more were added.

Jakarta, Lisbon, Marrakech, Rio de Janeiro, Venice and Warsaw were removed in Brave New World (Indonesia, Portugal, Morocco, Brazil, Venice and Poland) - some of them had been added with Gods & Kings. Even more were added to the game.
