A 970 can max out witcher 3. The division and ac syndicate are hard for even my heavily oc 980 to run. You need at least an aftermarket oc 980 ti to get between 50-60 fps in those games when fully maxed out. The 970 is still a very good card for 1080 hence why amd are targeting that level of performance in their mainstream cards (470=970, 480= just under a 980)

Not really. The updated versions of the consoles won't change much. All of the games for these consoles are still going to be built from the ground up on the original PS4 and Xbox One, then ported upward to the refreshed version of the consoles. But that "porting up" process already exists, it's called the PC part.
The new consoles are actually a pain in the ass for devs because now they have to create the game for Xbox One/PS4, then port the game upward to Xbox Scorpion/PS4NEO, then port it up again for PC.
