I think there's a pretty decent chance that Nintendo made a system in the ballpark of the other two, whether that means at Xbone level, right in between, or slightly above PS4 [AMD's RX460 budget card is going to be around ~2 TFLOPS], the plan being to try to eat into the remaining market share for the rest of the gen with a competitive price and good Nintendo games with a larger window for their power advantage than Wii U gave them.
Obviously, if that's the case this probably caught them off guard.

The Neo does 4K media playback, but its primarily for the PSVR headset.
