It's probably bcause of the engine. They developed that version of gamebryo further for F4, and porting Skyrim to it would be much simpler than Oblivion, or Morrowind, whivh would probably have to be remade entirely, and not just remastered.

Eh, it seems very unlikely that FO3 will get a remaster any time soon. But, if they do, I would replay it (though probably not pay anywhere close to retail).
A new engine, better visuals, iron sights, and fewer bugs would go a part of the way into making it actually playable. Can't fix the story, but at least it won't look like literal ass.

FO1 is post apocalyptic. FO3 and NV (should) be post-post apocalyptic considering the amount of time that has passed. NV shows this well with showing how the people of the Mojave have been rebuilding while DC is still a radioactive wasteland with no attempts of actually bettering their surroundings for whatever reason.
