Exclusives make sense when you have some sort of deal with the platform holder (they pay development costs or devote a large marketing budget) as the platform holder wants to sell their platform over the competition.

Sure, that's an example from back when there were actual differences between hardware that made exclusives make sense. The N64 and the PS1 barely shared any games because they had completely different hardware and different strengths. Nowadays the PS4 and Xbone literally run on the exact same PC architecture. The decreasing player base will cause developers to overlook the competition when making new games or half ass their ports because of the smaller user base. If Atlus did have contract with Sony, you'd see actual promotion and assistance for localization for Persona 5, like what happened with Vesperia and Microsoft.
But nothing like that is going on here. Atlus is slow with releasing trailers, most likely has barely started on dubbing and isn't localizing the game in tandem with developement, and only promotion Sony has given for the game is space in Playstation blog.
