The RX480 and whatever Nvidia's next $200 GPU will be more powerful relative to Sony's most powerful console than the current $200 GPUs.
And with the PS4K you're counting on devs to patch their existing games with enhanced graphics settings on NEO. With a $200 PC GPU you KNOW you can turn up the settings in Battlefield 4 / Battlefront / Fallout 4 / etc. The devs don't have to go back and enable high settings.
You know when there's an argument over something, but you know you're 100% objectively in the right so you don't get involved or care about what people will retort with? This is how it is with the PS4.

You get what you pay for. I bought a shitty cheap laptop to study and shitpost here and PS3 for gaming, but I'm well aware of their limitations. There's no fucking way a cheap ass Sony console can surpass a well built tank gaming PC, especially after the new generation of graphics cards.
I love my PS4, but this is the dumbest shit they're trying to pull. What's the point of Neo when over 40 million people already own a PS4? If you want 60fps and 1080p then stop trying to push graphics to the limit for "realism" and gimmicky visuals, if it ran on last gen pretty good then it should be amazing on next gen. I don't mind 30fps, but it's nice to have it a 60, and for some games like racing, sports, fighting, FPS, it should always be at 60. I still want to build that gaming rig, and I refuse to play any games like Fallout or anything from Valve on a console. Exclusives are what make me stick to console, and they'll continue to. But even if it's also on PC sadly some of those games are poorly optimized or it's the shitty version example being they ported the Vita/PS3 version over the PS4 version. Also 4k right now is a gimmick.

To be fair Windows saps GPU resources somewhat too. Its just unnoticeable with Windows 8/10 because the GPU load is lower w/o 7's Aero effects.
Also, PS4 is always running some implementation of AMD's GPU-accelerated video recording / streaming feature for the share feature. You can't explicitly turn it on/off for the extra 5 FPS like you can on PC.

A 1080 gtx is barely enough for 4k gaming and alone costs more than a console. I only see 2 scenarios and I'll start from most likely one:
- it's just more broken promises same way ps4 was supposed to be your 60fps/1080 console. So expect upscaled 4k gaming or lowest possible details, some sort of 480 RX allowing 4k games to run in 30 fps and medium details.
- option b is an expensive console which offers competition against high end pc gaming by providing exclusives and better optimization. I don't know how many people are willing to pay $700 for a console though.
