An omnic inventor/gadgeteer that uses a stun prod as his main weapon.
His kit consists of a G.R.A.V (Gravitic Resonance Ascension Vehicle), which deploys a jump pad usable by everyone on the team, a T.A.R.P (Tool Assisted Restrictive Particle-mesh) which acts as a solid wall for enemies while allowing allies passage and E.N.D (Experimental Neutralization Device), which causes a random debilitating effect on each enemy character affected. These include things like slow, stun, blind, confusion (scrambled controls) etc.
Is pals with Winston because he's a scientist (and not a human, as an additional bonus)

Enemies that step on the G.R.A.V will be flung in a random, upwards direction. Should they directly impact a ceiling/surface or reach the top of the flight arc and fall down to the ground, they will take extreme damage.
The T.A.R.P will not stop projectiles, but will scatter them instead. This applies to both allied and enemy projectiles.
E.N.D is a grenade that can be thrown or rolled.

The GRAV sounds awesome.
Ive always liked the idea of a hero who can provide some sort of stationary speed booster for the team, so he can either put them along the path from spawn or use them offensively in combat to get an edge.
Some sort of modern day swashbuckler or pirate who can alternate between a cutlass and a souped up flintlock, with around 250 HP. His gameplay style would revolve around moving in and out of teamfights.
Left click would swing your cutlass for around 50-60 damage, right click would fire a medium-range shot from the flintlock for around 100 damage, although it would only have two or three shots before a longer than average reload.
Shift would have him take a swig of rum from his flask, which boosts his movement speed for 5 seconds.
E would have him plant a pirate flag that lasts for 10 seconds and gives nearby allies an extra 15% damage.
His ultimate would be a bombardment of cannonfire. You'd throw out a signal flare followed by a blast thatwould hit an area for around 400 damage, with a big red skull and crossbones to telegraph it.

Omnic Assault with a syringe gun that shoots nanomachines into enemies
Does little damage with shots, but they apply a 3 second DoT that stacks up onto whatever they hit, for damage comparison it'd take a full magazine to kill a tank if they get no healing; Alt fire applies a small HoT to teammates, not enough to make up for a support on their own even if pouring all shots into a single teammate.
E causes everyone with the DoT to explode for damage based on how many stacks, and removes all stacks
Shift increases movement speed, jump height and adds health regen for 4 seconds
Ultimate fires a gas cloud of nanomachines at an area, rapidly increasing stacks of the DoT to any enemy in it; when E is used, the gas cloud explodes as well.

Enemies in LOS that attack allies in LOS give him more and more charge making him run around fast as fuck and hit like a truck.
One ability "threat assessment" marks a target causing them to do significantly reduced damage to anyone but you.
His other ability makes him leap toward an ally like mercy, but he lands in between them and the enemy.
He's a giant omnic in a suit.

Riot Police/SWAT tacticool mashup.
Main weapons are a shotgun and a common policeman baton but with electricity.
Shotgun = 12 shells max until reload. Left click is standard shotgun fire. Right click is a short ranged burst with a wide cone that doesnt cause much damage but pushes players.
Baton = Right click hits your shit, Left one stuns for a moment (way less than cowboy stun of course).
Skills are holding a shield that isnt as big as Reinhardt and it is heavy so it slows you down a lot but reduces heavily any kind of damage and cancels knockback, even direct hits from rockets and sniper headshots. Lets you use your weapons while you hold it but you fire slowly.
There's also a smoke grenade that has a big AoE, lasts quite long and fucks up enemy visibility HARD.
Ulti is ... I don't know. Maybe a turret that fires pressurized water to enemies and pushes them away.

For his design, he seems like he'd be good for busting open defensive positions. I'd change his E to be a rolled barrel of gun powder you shoot to detonate.
Some kind of aoe debuff tank. Get in the fray an has similar effects of lucio where he can swap debuffs. Maybe make him like a hulking pollution emitting early prototype omnixs. A weak flamethrower as weapon or Ulti.
What kind of debuffs would he have?
