Yes? IIRC the ESRB rates actual code, not promises, so if they get an ESRB rating by definition it means they had at least some development build to show them. Squashing bugs and the like, even months of it, doesn't affect content rating at all so it's fine to show something really pre-release, but they do need to be assured that content-wise that's what is shipping.

That's IFI, not CH. For IFI things are a little bit different as their only expenses are the localization fees, but it still works the same way. I'd even say that only with the LEs they are already earning more than how much they spend
