I'm surprised that they waited till Sin showed up again before sending summoners on their pilgrimage.
Have them do their pilgrimage stopping right before Zanarkand during the calms. Then once Sin gets resurrected they can quickly finish things up, summon their final aeon, and start the next calm almost immediately.
Is there an FF game in which you can't tell who the bad guy is from the second he comes on screen?

The fayth would not be active during the calm. Summoners who had completed up to Zanarkand but not attain the final summon before another summoner did would have to start again at their first summon.

It's not like the fayth stopped dreaming during the time Sin was down. Hell, the only thing that would stop a summoner from just skipping straight to Zanarakand is Yunalesca is she probably wouldn't bother with anyone that hasn't completed their pilgrimage.
The reason it wouldn't work though is because the church most likely wouldn't allow it. The leaders all bought into the whole "the people need to be afraid and the summoners need to be the one little ray of hope that lets them go on with life".
